In Volume 13, Detective Tom Shannon joins the team as they hunt for a serial rapist who is terrorizing the city. A vicious thug seeking revenge creates conflict within the police ranks. The drama continues for Amanda as Terry is arrested for drug trafficking. Baker’s new romance places tension with his friendship with Sam. Fanelli announces his appointment as head of Riverside CI, he is met with mixed reactions.
