Already struggling to make ends meet, Paul and Wendy Freeman's mother is forced to put her children into care when she loses her job and must leave town to seek out the children's father who is working in Perth. Paul runs away leaving Wendy on her own to start life at the Westmere Children's Home.

Wendy is settling in and making new friends at Westmere while Paul is hiding out with Reggie at the docks. Paul is soon apprehended and brought to Westmere where his moodiness and anger makes it a struggle for him to adapt to his new home. Paul tries to run off again thinking he will go to Perth in search of his mother and father but he doesn't get far.

Paul and Wendy begin at their new school. Paul struggles in class and on the playground where he tries to keep secret that he lives at Westmere in an attempt to make friends. Paul finds solace in playing the drums. The truth comes out when Paul defends Ray from the school bully.

Wendy assembles the kids from Rushmore cottage into a single band with the goal of performing at the annual concert. Cass is upset when she is left out of the band. The kids farewell Emina when her mother comes for her.

Paul receives a letter from Reggie, who is back in custody, asking to see him. Frank takes Paul to the secure facility to see Reggie who asks Paul to check in on old Tom. Christine takes Oscar, Ray, Cass and Wendy to tea at the home of the head of the Westmere Charity Committee. Christine is surprised the children are being asked to decide where funds should be spent. Their host's son steals the kids' attention with his magic tricks.

Frank drives Paul down to the docks so he can check on Tom on the promise he returns straight home so as not to miss the concert. Paul's absence is noted as the other kids are put to work preparing the hall for the concert. Rushmore Rebels close out the concert. Paul and Wendy attend Tom's funeral.

Cross country rivals Marc and Tim take on a shared paper route to pay for their trip to the national junior championships in Canbera. BIllie has Rat break into the office of Mr Sinclair, a greedy real estate agent, in an effort to help stop Old Joe from losing his house. Sinclair threatens to shut down Westmere if elected to local council.

Mander confines Billie and Rat to Westmere as punishment for breaking into Sinclair's office forcing them to miss a hike in the bush with their friends. Billie ramps up her opposition to SInclair and with help from Arnold and Anne, prints up a newsletter to counter his anti-Westmere election campaign.

Sinclair has big plans for Westmere, eyeing the site for a new supermarket development. Sinclair's son, Ken, defends his father's reputation by striking back against Old Joe. He throws a brick through his front window and then blames the crime on the Westmere kids. Billie rallies her cottage-mates to disrupt Sinclair's election rally. Someone breaks in and ransacks Old Joe's house.

Mark is blamed for the break-in at Joe's house after his bracelett is found outside. Sinclair uses the incident to call a council vote to decide the future of Westmere. Marc and Tim race to get evidence against Sinclair to the council meeeting before the vote.

Tracey is shaken after nearly being hit by a car and being confronted by the angry driver. Nick's father arrives and takes his son and Jason into the city for the day and splurges on expensive new bikes for them both. Mander struggles with allowing Nick to see his father knowing how it will inevitably end.

Nick spends the night with his father onboard the ship his father works on. Tracey's enters her photos in a competition. When Mander cracks down on Sac's gambling venture at the arcade, the kids' rivals demand the chance to get even on the BMX track. Nick's mood fouls when Mander and Doug stop him from seeing his father while Sac's brightens upon learning her mother's health has improved allowing her to soon be leaving Westmere.

Marion questions Mander on his decision making in regard to Nick and his father but his caution proves out when Nick's father gets a job working on a Japanese freighter and must leave, disappointing his son once again.Tracey's photos earn her an assignment for a magazine. When Peter check for Nick and Jason's bikes bounces, Tracey works out a deal to let them ride the bikes in the race in exchange for publicity for the store.

Mander calls an emergency council meeting to discuss Westmere's increasingly dire financial situation and is prepared to quit council doesn't release the funds they are withholding.
