Three months after Jacs Holt's death, new arrival Governor Joan Ferguson quickly makes an impact, halting Franky's contraband racket and creating an enemy.

Determined to unsettle Franky's powerbase, Ferguson returns Bea Smith to H Block though Bea is now a shadow of her former self, finding refuge in a haze of prescription medicine. It's only with the help of her allies Bea is able to find something to live for — revenge against her daughter's killer.

Harry wants a divorce and Bea agrees on one condition — that Harry takes revenge on Brayden Holt. When Harry refuses, Bea manipulates him into a confrontation with Debbie's killer. When Harry's attempt fails, Bea takes matters into her own hands.

Liz is charged with looking after a young Korean drug mule who doesn't speak English and finds herself in a life and death situation when Franky discovers the girl still has a balloon of heroin in her stomach. Under pressure from Ferguson to shut her drug network down, Franky is ruthless and goes to extreme and fatal lengths to get the heroin out.

In the meantime, Doreen sets up a greenhouse project and when she meets a male prisoner, Nash, there is an instant attraction. Ferguson manages to extract from Vera the secret of Fletch's affair with Meg.

Following the failure of Harry to avenge their daughter's death, Bea hatches a daring plot to lure Brayden Holt to the jail. His godmother Simmo's return has stirred up old alliances and Franky quickly realises Jacs' legacy lives on.

As Jacs' second in command for years, Simmo sees her new stretch inside as the opportunity to claim what is rightfully hers if she can guarantee a supply of drugs that Franky can't thanks to Ferguson.

However, Franky is busy securing a secret supply route through the garden project, which is bringing Doreen closer to Nash. Liz becomes an unlikely antagonist for Bea as she gets closer to her goal of revenge.

Simmo warns Bea of an impending hit against her by the Holts, in retaliation for her attack on Brayden. With the induction of three new prisoners into Wentworth, Bea is jumping at shadows, not sure from which of them will attack. But when a first attempt on her life fails, she asks Franky to smuggle in a weapon for protection. Convinced the 'hit-person' is the powerful transsexual, Maxine, Bea does her best to avoid her. But when the second attack comes, the identity of the would-be assassin is someone totally unexpected.

Simmo struggles emotionally with the task given to her by Vinnie Holt — but she just can't bring herself to kill Bea in cold blood. Overwhelmed, she attempts suicide, only to be rescued by Bea herself, who ironically gives her the courage to go through with whatever she has to do to survive.

But as Simmo prepares for another attempt on Bea's life, Liz makes the tough decision to snitch to Ferguson about a potentially dangerous stash of drugs Franky has smuggled into the prison. Ferguson seizes the stash of "Pink Dragon" and uses it to administer a fatal hotshot to Simmo, cleverly disguising her death as suicide.

When Ferguson takes her revenge on the prisoners by bulldozing the garden project, Doreen turns her anger on Franky. Ferguson psychologically manipulates Vera and she crosses a point of no return whilst Maxine orchestrates a desperate bid to see her spurned lover.

Franky accuses Ferguson of deliberately giving Simmo a hotshot, but Ferguson wrests back the power by letting Franky know she's got a snitch in the ranks.

Following Ferguson's shock revelation that she has an informer amongst the inmates, an isolated Franky sets out to expose the snitch. But in her growing paranoia, it seems just about everyone has motive and opportunity.

When jail-wide drug tests are instigated following the discovery of a discarded pregnancy test, Franky uses the bedlam to try and force a confession out of Jess. But when Franky discovers Bea has received suspicious privileges from Ferguson, Franky sets a trap for Bea only to be blindsided by a shocking confession.

When the lab results point to Doreen being pregnant, Ferguson threatens to have Doreen's lover, Nash's, parole revoked unless she lies about the father.

After being publicly accused by Harry Smith of an inappropriate relationship with Bea, Will comes to believe that Harry is behind his campaign of harassment. He reports this to Ferguson, who uses the information to further her agenda against him.

Meanwhile, Bea manipulates Maxine into bashing her in order to get her into Franky's crew. With Maxine as her spy, Bea prepares herself to take down Franky and become Top Dog.

Liz is finally released and attempts to contact her estranged children, but her reintroduction to life outside is far from easy. Added to her troubles is Boomer's lust for revenge, which will not stop at the walls of Wentworth. Learning of Boomer's plans to have Liz bashed outside the jail, Bea and Doreen race against the clock to prevent Boomer instigating her plan.

Meanwhile, Derek Channing tries to use his promotion to the Prison Board as a means to expose and remove Ferguson from power and replace her with an eager Fletch. As Channing tries to build his case against Ferguson, he soon realises that Ferguson will not be taken down easily.
